Kertajati International Airport, located in Majalengka regency in West Java province, is the second biggest airport in Indonesia.
The new airport minimises air traffic at Husein Sastranegara International Airport in Bandung, as well as Soekarno Hatta International Airport in Jakarta, while driving the country’s economic growth.

The airport project is being carried out in three phases. The first phase of operations began in May 2018 and the airport currently serves up to 5.6 million passengers a year.
Annual passenger capacity is expected to reach eight million in the second phase of operation and 18 million in the third phase.
Kertajati International Airport development details
Kertajati International Airport is built on 1,800ha. The first phase included construction of a single runway, which is 2.5km-long and 60m-wide, to handle large-sized aircraft such as A380, B747 and B777.
A two-floor passenger terminal building with a floor area of approximately 96,000m² has two separate concourses for domestic and international passengers. Phase one also included construction a 397,980m² commercial apron for parking, loading or unloading and refuelling aircraft, a cargo building, a commercial unit, an air traffic control (ATC) tower, and supporting facilities.
Scheduled to be completed in 2019, the second stage of the airport project will increase the runway length to 3km and the passenger terminal area to 121,100m². It covers the expansion of apron space to 490,400m², cargo terminal building capacity to 0.07 million tonnes a year (mt/y), and parallel and cross taxiways.
The third and final stage will include construction of a second runway measuring 3km-long and 45m-wide. It will also expand the passenger terminal to 162,150m², apron size to 663.8m², and cargo terminal capacity to 0.6mt/y.
Kertajati International Airport will have a cargo terminal capacity of 1.5mt/y, a terminal size of 209,500m² and an apron space of 862.2m² upon completion of the proposed developments.
Timeline and financing
The total estimated cost of the Kertajati International Airport is approximately $800m. Land acquisition began in 2009 and the development was commenced in 2013.
Air infrastructure at the airport, including runways, air traffic control towers, apron area, taxiways and safety fences, is financed and managed by the Ministry of Transportation of Indonesia.
The Government of West Java Province and state-owned enterprise PT Bandarudara Internasional Jawa Barat (PT BIJB) undertake the development, construction, management and operation of the main passenger terminal, support facilities and other land infrastructure.
The Central Government of Indonesia, through the Ministry of Transportation, allocated IDR1tn ($80m) for air infrastructure, while the Government of West Java spent more than IDR220bn ($16.53m) of its state revenue and expenditure budget to acquire 800ha of land until 2014.
Indonesia’s Central Government plans to provide around IDR2.1tn ($160m) for land-based infrastructure and up to IDR1.6tn ($120m) for air facilities.
The project received IDR906bn ($68.08m) of loan from a total of seven banks in June 2017.
Construction of the Indonesian airport
The airport’s ground-breaking ceremony was held in November 2015.
Construction of infrastructure facilities was completed by July 2017, while the main passenger terminal building was completed by November 2017.
The cargo building and support facilities were completed by August 2017.
Contractors involved with Kertajati Airport project
PT Adhi Karya won a IDR355bn ($26m) contract to build airport land infrastructure, including roads and parking facilities, as part of the first phase of the project in June 2014.
In November 2015, a consortium of PT Wijaya Karya Tbk and PT PP Tbk won a contract valued IDR1.395tn ($100m) to construct the main passenger terminal building under the second stage of the project.
PT Waskita Karya secured a contract worth IDR416bn ($30m) to provide operational support facilities at the airport.
Siphonic Flow Mandiri, a licensed distributor of Fast Flow in Indonesia, was selected to install a siphonic rainwater drainage system at the Kertajati Airport in September 2016.
In January 2017, PT BIJB signed a memorandum of understanding with PT Railink to develop and manage a multi-modal terminal to enable public transport to and from the airport.
PT Angkasa Semesta and PT Angkasa Gapura were selected by PT BIJB in February 2017 to provide ground handling and cargo warehousing at the airport. PT Angkasa Pura II was responsible for the construction of the cargo building.
PT BIJB signed a co-operation agreement with PT Pertamina to develop and manage aviation refuelling depot at the Kertajati International Airport in May 2017.
