CAA International (CAAi) and Rapiscan have entered into a strategic partnership aimed at transforming airport security screening with the establishment of a worldwide platform. 

This will improve X-ray screening competency in the aviation sector.  

CAAi-Rapiscan partnership will implement a Digital X-Ray Competency Test (DXCT), based on the UK’s Digital National X-Ray Competency Test (DNXCT) framework. 

The test is tailored for International Civil Aviation Organisation (ICAO) member states. 

The DXCT system will serve as a dynamic national assessment platform, designed for monitoring and evaluating screener performance and provides insights into skill levels across the national civil aviation infrastructures.  

This initiative aligns with the ICAO mandate that requires all personnel conducting screening operations to be certified under their national civil aviation security programme, as outlined in Annex 17 – Security.

CAA International Aviation Security international operations head Kevin Sawyer said: “Ensuring that security screeners are proficient in identifying potential threats through X-ray imagery is vital for strengthening aviation security worldwide.

The DNXCT was introduced by the UK in 2023 to ensure that personnel responsible for X-ray baggage and cargo screening are trained and certified.  

The initiative meets national and international regulatory requirements and provides insights into screener competency to enhance screening standards. 

The DNXCT, delivered online and completed at the workplace or training centre of the candidate under supervision, is designed to standardise the in-depth evaluation of screeners’ abilities to interpret images and identify potential threats or prohibited items.  

It will be integral to the new DXCT system for ICAO member states, ensuring flexible and accessible deployment.
